The Titans announced Friday that the Dallas Cowboys would not match Tennessee's multiyear contract offer to restricted free-agent linebacker Ryan Fowler. The team has also agreed to a three-year deal with cornerback Nick Harper. Fowler's agent, Alan Herman, said Dallas wished Fowler well and "wanted him to enjoy the weekend." The Titans want Fowler to compete against Stephen Tulloch for their starting middle linebacker job.

The Titans agreed to terms on an offer sheet with restricted free agent linebacker Ryan Fowler, a deal the Cowboys will have seven days to match. Fowler had signed a four-year offer sheet from Philadelphia on Sunday. But the Titans, who visited with the linebacker last week before he went to Philadelphia, topped that deal Monday, and his agent Alan Herman said Fowler signed the offer sheet. The Titans wanted Fowler to compete against Stephen Tulloch for their starting middle linebacker job, and they persuaded him to switch. "He has already proven to be an excellent special teams performer," Titans GM Mike Reinfeldt said. "We also like the fact that we are still getting a young NFL player, who has proven some things, but can continue to grow with our team."

The Tennessean reported Tuesday that Titans LB Peter Sirmon (knee strain) could miss practice this week, according to coach Jeff Fisher, meaning that LB Stephen Tulloch could take his place not only in preparation for Week 16 at Buffalo but in the game too. "When we take the practice field on Wednesday, Stephen will line up, I'm quite confident, and get the early reps in the week, and we'll see how Pete progresses," Fisher said.
